it's true! And as I sit here in my armchair I will confess that the following is worth exactly what you've paid for it :-)
It sure sounds like the top layer is oil that is mixed in with the coolant. Oil of course would float as a layer on top and if emulsified with old coolant, etc it could easily appear "orange" in the reservoir.
Any chance this is residual crap from the failed head gasket? maybe the system was not fully flushed? otherwise I think I'd want to test the current head gasket, maybe with a combustion gas analyzer.

yes certainly possible that the "orange layer" is trans fluid leaking into the cooling system. Though I think it's unlikely that the head gasket surgery could have caused it.
I'd suggest:
- siphon out that layer and put it into a clean glass jar
- flush the cooling system really well with distilled water.
- refill with antifreeze.
let that fluid in the glass jar sit for a few days, and let it settle out. You might be able to identify it.
Best case is that after a good thorough flush you wont have a recurrence. But if you do, you will need to identify the source.
