Bobc - Yes! That is exactly when it is so loud! And it does get quiet when you reduce the fan speed - for a short time.
However, I tried the heat about a month back (when it was actually cool out...) and after about 10 minutes on a low setting, it went from relatively quiet to quite loud, so it isn't just the max AC trying to cool the car.
