I rebuilt the Garrett GT-17 turbo twice on my 1999 9-5. Fearing the eventual 3rd failure, my next move was to upgrade to the far superior Mitsubishi TD-04. I got my wish in a more expensive way when the balance chain snapped and disabled the engine. The replacement ride is now a 2004 Arc with the Mitsubishi and quite the difference in horsepower (+35-40?)and likely never to worry about a rebuild. If you could get a good genuine used one, the labor for installation might be just the same as the GT-17 rebuild and re-install. The water/oil line conversion setup seems to be around $100 I believe.
