Can alternator be failing without illuminating the battery light?

My 9-5 barely started this afternoon (cranking was slow). Then after a 20 minute ride I have shut it off and it would not restart (clicking noise, light blinking) - fortunately by that time the car was in my driveway. Measured the voltage on the battery and got only 11.4V. I got out my wall-powered charger and after some time the voltage got up to 12.4 volts and the car started. With the engine running the voltage on the battery was 12.1V - so it was clearly draining and not charging. All this sounds like classic dead alternator symptoms - with the only exception that the battery light does not illuminate. Is it normal? And btw I have checked - the light does illuminate when I first turn the key into ignition position.
Currently only 33k on this "rebuilt" alternator while the original has lasted 277k. Should I just replace the voltage regulator instead of another rebuilt unit?
