I can't visualize the screws but you might try penetrating oil for a week. Sometimes you can fit a torx into a rusty head once you clean it and get it to work. Just keep applying the penetrating oil. The freeze off penetrants might be worth using in your case to create the micro-cracks. I would use SS if I was keeping the vehicle for a long long time or zinc covered in corrosion inhibitor if not.
