In the old days we rarely addressed the drum or rotor unless there was severe scoring or pulsing in the pedal. If the pedal was not pulsing, we would run a fingernail across the surface ... usually declaring "that's fine" or "it's not bad" or worse: "it's good enough". And it was.
New pads can certainly tolerate a worn rotor. The new pads will quickly conform to the score pattern, even if its severe. The pads will surely wear faster, and the rotor will wear faster as well. But it's not dangerous, and if there is no warping, it's not even noticeable.
These days I prefer to have my pads seat against a freshly machined surface, be it new rotors or properly turned/cut rotors.
