This might be hard to explain ...
with the hood closed and wipers tilted up I grasp the arms firmly between the spindle and the joint (it's just long enough for a good hand hold). I apply pressure (trying to focus on the spindle end) in two ways:
1 - up and down applying pressure parallel to the axis of the spindle. Its a rocking motion.
2 - clockwise/counterclockwise in a plane perpendicular to a line from the joint to the spindle. its a twisting motion.
Alternate between #1 and #2. Use firm pressure and a little patience. It always has worked for me.
