did you try calibrating and checking for acc error codes? turn system off then hit the AUTO + OFF buttons at the same time to see if any codes show up...
the fact that one pipe is hot and the other is cold suggest one of 3 things:
1) air pocket in heater core, not allowing coolant to flow through it.. or it's clogged
2) the heater bypass valve is stuck.. not allowing coolant to flow through it..
3) the thermostat may be stuck... when the car reaches normal temp.. check the hose feeding off it.. to see if its getting hot..
Also .. sometimes if your coolant level in the expansion tank isn't filled up to the top line.. you may not be getting good flow into the core..
If both passenger and driver side are having the same problem.. check that the recirc flap (drivers side footwell) is opening/closing properly.. If its stuck .. and allowing the outside air to constantly mix with the cabin air. .then it will never get hot enough..
