High Beams

My high beams will not stay on. When I pull the stalk back, the lights do come on, as well as the blue light in the instrument panel, but when I release the stalk the high beams go off. I am pulling it all the way back, past the detent. I have determined that the fog lights will cycle on and off each time I pull the stalk, so the switch is working. I have actually replaced the stalk, and have also replaced the orange headlight controller with a new one, and checked all the headlight relays. The only thing left is the actual headlight switch in the dash, which I keep in the full on position. Could this switch cause this behaviour? If it is not the switch then I am stumped as to what could be wrong, but I do not want to order a new switch unless it is possible that it could be the problem. Any ideas??
