The silicone lube should not cause any long term problem. It does tend to actually dry out and disappear rather quick which is one of the reasons people don't recommend it for this use.
I would think it is just gunked up again. I usually remove the spring on the bottem and then soak the cylinder in trans fluid for a day. Then I clean it out and I lube it with some Mercedes "special" lubricant and reinstall the bottem spring and the plastic piece. If it is still doesn't pop up easy I often install a shim/washer under the spring so it pops it up a little better. Good Luck, Bernie
