When I rebuilt my 2.3 I chose the path of least resistance -- keep the shafts in place, plug the BS tensioner oil feed. I didn't want to deal with rotating the BS bearings or plugging the galleys.
I threaded the tensioner oil feed hole with a 6mm x 1.0 tap and installed a short bolt with Loctite green. I may have drilled the hole to match the tap, but memory says it was not necessary.
Oil pressure is good, and I don't notice any significant vibration. That said, this is my first Saab, and I bought the car as a non-runner, so I never experienced the engine with the balance shafts. I know the risk of a BS failure is low, but now it's nil. Simple is better for me.
