It's function is to control air flow into the intake pipe. When the engine is in full boost mode the crankcase ventilation vacuum pressure is provided by the airflow in the cobra pipe via the tube you reference. In high manifold vacuum situations the crankcase vacuum is provided by the intake manifold vacuum thru the white check valve. The oil separator box is under negative pressure when the engine is running. If the check valve to the cobra pipe is not there, vacuum pressure is lost in the oil separator box, causing oil leaks and fuel mixture lean-out. I hope this makes sense!
Your starting problem is typically caused by fuel blends with high ethanol content.
Fix the check valve, do a rubber glove test on the dipstick tube to verify PCV operation and change brands of fuel. Good Luck!
