My experience has been that aftermarket controllers don't necessarily talk to the diagnostic portion of the computer system in the car. My '04 9-5 had Valeo aftermarket controllers. It was probably in an accident earlier in its life. I tried to diagnose the dipped headlight issue with the funny little symbol that comes up on the dash. My OpCom on a WinXP laptop would not talk. I had to buy a genuine SAAB controller, put it in the right headlight housing and Voila - I got a code for dead level switches.
So yes, change the bulbs with good quality units and don't mess with controllers unless they don't talk to your diagnostics system.
