2000 Saab 9-5 V6 raised Temp

I have a 2000 Saab 9-5 V6, I have to keep the heater on full blast on vent air to keep the a car at an normal operating temperature. Other wise it raises up not to the point of over heating, but very close , I have changed the Dice computer, replaced the heater control valve , replaced the auxiliary water pump, the small one by the bluk head! Replaced tensioner and serpentine belt too! I want to figure out why it can't keep cool ! The fans do come on, are they functioning properly
Where else should I start looking? Thank you so much for your help! !
