If this is the shield running from the right hand end of the engine in the wheel well down under part of the oil pan, yes you can remove this shield and the car will run. You can buy a new one from Eeuro or SAABsite or . . .
You probably want it in place to avoid issues with major water/mud splash or slush. There have been some reports of 'lost' serpentine belt because of water, mud, or road debris without the shield. The ones on the pair of 9-5's I maintain have been replaced, and of course one of them is cracked again from snow piles, but it's still mostly intact.
