The wife's 2006 9-3SC has exposed nozzles which protrude from the bumper skin to wash her headlights. My 2008 9-5 has smooth fitting covers just like on your car.
With the head lights ON, and the windshield washer stalk pulled for ~2 seconds or more, somehow the washer jets extend from the bumper and spray the headlights. I can see the effect of the spraying/washing by changes in the headlamp's light beam during night time conditions, but this change is not visible during cloudy days.
As far as I know, there is no electrical power required for the headlamp washing action. The hydraulic power provided by the pressurized washer solution advances the jets forward when the lights are ON and the wiper/washer stalk is pulled for a slightly extended period. But I might be wrong on this point.
Great opportunity for someone to video the actual extend and wash action on a parked car. You may be missing the parts of the washer jet normally located within the bumper as well as missing the cover which is attached to these parts.
