ToddF, a quick search of the board will tell you that the Saab air conditioning system is notoriously fickle about being over or undercharged, and that topping up the system as you are is generally a gamble.
These systems with variable-displacement compressors are filled by weight - you’ll see a sticker under the hood that gives the capacity as either 825 or 875 g of refrigerant. 875 seems more common, but mine is very clearly 825 (2003 Arc) so you will want to pay attention to that.
A proper A/C service, with an evacuation and refill to the correct weight will give you better results and have less risk of an overfill damaging something.
