Heater Bypass Valve is the commonly used name for the part.
there are lots of write-ups in these forums on this.. so do a search.. but basically you have 2 options:
1) replace the valve.. which is basically a $50 part if you bought it yourself.. so $70 sounds about right for a mechanic, plus the labor, which is about an hour or two, depending on the hoses, being replaced..
2) Many folks choose to eliminate this valve, and associated hoses, replacing it with a 2 hose kit. If you go that route, it's pretty simple, and then you also have to plug up a vacuum line that fed into the valve, and also eliminate a vacuum T fitting, replacing that with a straight run of vacuum line.. if I recall correctly.
the function of the valve is to stop the flow of hot coolant into the heater core when the AC is set to MAX COOL, to allow maximum cooling on super hot days... otherwise I don't think it gets used.
