Help - Ignition switch replacement - removing housing

Hi, I have removed everything and now have to flip over the silver housing to get to the ignition switch.
In reading advice on this next step I read some people saying to remove a bolt on the linkage underneath, and others saying you could rotate it freely. I can't seem to rotate the silver housing - only about 25 degrees play.
So I must remove the bolt. When I rotate it, I see a bolt attached to the linkage on the passenger side. I cant for the life of me get a 13mm socket on it - it's nestled between the housing tightly. HELP?
This one step has sunk 2hrs strategizing, using a cell phone to get a visualization...trying to get a wrench on it.
What would help is any advice? I'm so close!
I'm even willing to take out the ignition switch from underneath if people think it is doable without rotating the housing.
