I just fought this issue, but maybe had more intermittently weird symptoms than just lower speeds:
Usually on cold starts, the fan blower would blow at any setting. high, low, medium--whatever I called for.
On hot starts it basically would NOT blow anything, or just trickle out. More often than not if I drove for a few minutes at speed, the fan would come on. at a medium to higher level. Enough that I could cool the car down to an acceptable level for 80-90 degree heat.
But then I started noticing other patterns on longer drives and in hotter weather:
the fan could be on high (i usually set it at LOW setting on ACC panel to ensure high blower speed) at a cold start, but then after 2 plus hours of driving, the fan speed just sort of decreased and petered out...
maybe i would get a low speed. maybe nothing....
it seemed to me my symptoms were heat related somehow... depending upon how much i could cool the engine down by faster driving i could or couldnt get the fan to blow...but it never blew as i called for except right at a cold start.... then sitting in traffic the fan would bog down.
Bog down definitely explains how it felt...
This was on a recently acquired 2004 linear wagon.
My mechanic heard the above symptoms and swore that it was the regulator. I felt it was the blower, as i wasnt experiencing just higher fan speed. But they said they have seen this before and the regulator fixed issue.
We spliced one in (6 wires) leaving the foot well connectors alone and just replacing the heat sink blade unit.
Nothing changed.....
I got car home and immediately began pulling off stuff to get at the blower motor to be able to test it in a faulty mode.
While doing so, I could see the cabin air filter from above (at the blower motor fan location with motor removed)
it was incredibly clogged. Nasty.
unreal almost.
Unfortunately, i didnt just replace the filter and then see if that resolved the issue on its own, as I figured the clogged filter was probably primary air flow issue, as well as over working both regulator (by getting it too hot) and the fan by straining it...and didnt want to waste time, as i had a new blower motor unit on hand, and figured it had been strained long enough anyhow.
So I replaced filter and blower motor and car blower fan now works as new.
I always suspected the fan blower, so was surprised by my mechanic (very very very good saab specialist) thoughts that it was the regulator.
I cannot say anything definitively whether its regulator, or blower motor, or just filter, since I didnt replace filter and use the old blower to test....Unfortunately I replaced the trinity, regulator, blower, and filter to resolve issue and didnt get away with just one replacement...
but i suggest looking at cabin air filter FIRST.....
