remove the wipers and the cowl cover. Find the power connector to the motor, one wire should have 12 volts with the key on, and the other wire is the output of the fan speed controller. The controller is not a resistor, it is an electronic device that modulates the the ground circuit. If you put a grounded wire to the controller wire the fan should run on high speed. Common failure mode is plugged up pollen filter makes fan motor work too hard, also overheats fan speed controller from lack of cooling air. If you get full fan speed, replace the controller and pollen filter.
