In normal use, the wires to the headlights should not be singed. There is some other problem, IMHO.
Did your mechanic do a charging system test? It may be that the alternator's voltage regulator is allowing a higher voltage to be generated and this is causing an high-voltage condition. It is simple to test this... attach a multi-meter (set to volts) to the battery, then start the car. If you see a voltage around 14 volts (+/- .2 volts), then it may be that the alternator's voltage regulator is defective and needs to be replaced (an easy job to do, not an easy job to get to).
The 'module' you talk about is a relay. It *could* be that the relay is defective internally and allowing too many amps to the headlights, which might also explain a singed wire. You can get these relays from site sponsors (cybertroll, andrews, sobstory, thesaabsite) and are an easy unplug the old/plug in the new repair.
