The surging was similar after the ECU was changed but seemed to be related to atmospheric pressure changes. When I was on the interstate and would be approaching a band of rain (Florida in the rainy season) the car would start doing it -- it felt like it was running lean and giving it a slight amount of gas would seem to fix it but would only fix it for seconds until it weould recur. I had been told by the Saab tech after he changed the ECU to go at least 100 miles to let the system recalibrate itself. If this was not successful, he told me that SAAB Hq had told them to order a new throttle body which would solve the problem. They did and it worked.
