Apparently there's an issue with the newer switches. the "button" is oriented a little bit deeper in the switch, which results in the actuator not depressing the button fully, leaving the lights on.
Couple ways to proceed: Get an OEM switch from the junkyard for a couple dollars, bend the actuator slightly to push the button fully into the switch, bend the switch bracket slightly to accomplish the same thing, or glue a washer or coin to the face of the actuator switch to accomplish the same thing.
This is assuming you don't have a wiring issue.
