The cables are pretty tough, but it's possible one is broken.
If you unbolt the cables from the motor, can you pull either one and get slack?
When I've had problems it was always that the clamp was not tight enough at the motor, or the gear was damaged.
If you end up replacing a cable, you don't have to drop the headliner. The cable runs through a sheath all the way to the motor. Remove the SR shell, unbolt the cable and pull it through the SR opening. The replacement slides in through the SR opening.
