I would get the car on ramps and use rags or paper towels the wipe off the loose stuff, then maybe a couple different style cheap household brushes and simple green. To really get the grime off, you have to put some hand pressure on it. A pressure washer is probably going to force water into places that it shouldn't be, especially if there is an oil leak somewhere. It doesnt need to be immaculate to see where the leak is coming from.
