In Calif if a car is abandoned on a highway it gets tagged by the Highway Patrol. If they decide it is below a certain value the tow company that tows it has to junk it. It can't be titled or put back on the road. A friend acquired a nice 1987na from a tow company. He had to move in a hurry and he towed the car to my house. I took the tow paperwork to DMV to see if I could pays the back registration and get it back on the road. In a flash I had three people standing around me including the office manager. It was a big problem for the tow company. It couldn't be put back on the road. Sent it to the crushah-sigh.
