I also wonder whether in your test you got both good 12 volts+ and good 12 volts- (ground) to your pump.

I think the no-run situation needs a good thorough diagnosis, not just presuming that it must be a bad fuel pump.

Nine volts WHILE CRANKING would be perfectly normal feed to fuel pump. It doesn't run well while cranking, hence lots of complaints about long crank before startup.

A good quick test is to crack loose the bolt on the banjo fitting of fuel feed line to fuel rail. If there's fuel there with car shut off, it would seem that the fuel pump is working. On a car with a good fuel line check valve at the pump, it should spray when banjo bolt is cracked.

You can run a jumper from the top of an always-hot fuse to the top of the fuel pump fuse and see if the pump runs that way. Crack banjo bolt and take fuel line off fuel rail and put it in a jar and you can see if it flows gas.

There are other things that stop a car besides bad fuel pumps. For instance the crank position sensor or its wiring can be bad.

Do a search on here for discussion of that problem, once you get your replacement fuel pump back and determine that it works, if car still doesn't start and run reliably.
