The reason to use the cutter is to make a clean, straight cut and prevent filings that might make their way into the tube. In tight spaces where the cutter won't fit, I just run a shop vac while I'm cutting and call it done. Even that is probably overkill. I'm sure a hacksaw (or Dremel) + file will be fine - if you have a vacuum nearby so much the better.
