The other reason they are not likely to fall off is the strong eddy current set up by the windshield. You've probably noted that as you go faster, the air current is hitting you in the back of the head (that's why rear windscreens exist - to block this).
Therefore, it is not a matter of air streaming over the parade boot at 70+ mph and slipping under it to lift it like a wing. The air hitting the parade boot likely has a major downward component by the time it hits the boot. Although I rarely ever use my boot for anything other than parades (love to do the homecoming thing at my daughter's high school), I've gone as fast as 85 mph with no trouble.
BTW, if you live anywhere where you actually have 4 distinct seasons, I highly recommend a rear windscreen; it adds about a month or two of top-down driving season to the year here in the DC area, YMMV. When it is up, the driver sits in a nice warm pocket of still air even at highway speeds. A light jacket and maybe a pair of gloves usually get me through November and part of December.
