I had a similar problem. I had just replaced a fuel pump, but reused the o-ring. Turns out they get hard from fuel and after you loosen them once, they don't re-seal the same way, and you NEED to buy a new one. I think the reason it only smelled with the windows down was because of the little plate that goes over the hole in the trunk subfloor was providing a good seal. Then turbulence from air under the car would scavenge fumes up and into the windows.
Weirdest thing: it was smelling regardless of whether the tank was empty or full, and the old o-ring was nice and flexible to the touch. I theorize that the top of the tank was getting sprayed inside with the fuel pump return and seeping out through the o-ring. But a new o-ring and really cranking down the lockring with lots of vaseline and a hammer and a punch fixed the problem.
