I disassembled the switch and sure enough, the start return spring at the bottom was rusted solid. I was able to free it up and now it works. I guessed wrong, thinking it was the Lock cylinder, but now I learned something else about my SAAB. That lock is bulletproof, this car would be very difficult to steal!
I'm buying a "new" used switch from saab900sweden. I'll keep the bad one just in case. Strange, some people don't even think a spare tire is necessary, I have spares of all sorts.
