I'm a little confused by your description, Rob.
Is it the headliner material (the fabric with foam backing) or is it the headliner "shell" so damaged/aged that it's falling apart?
There are solutions for both problems.
Failing material is an issue common to all old 900s. The material often fails at some point in the first ten or fifteen years.
Temporary fixes involve upholstery pins or similar devices that tack the material up and away from your head. These are short-term solutions.
The typical remedy (for the fabric problem) involves removing the headliner, detaching the old headliner material, wire-brushing any residual foam from the headliner, then applying contact cement and laying down new headliner material. Short staples are used around the edges on the topside where they're out of view to help secure the material.
There are many posts in this forum covering the procedure. And with the length of time many of our 900s are on the road, we'll be doing three or five of these maintenance routines over the lifetime of the car.
This link has a good description, with pictures:

If the shell itself is damaged or fragmenting, a bit more work is involved to restore some integrity and volume before new fabric can be applied. There are posts in this forum on restoring/repairing damaged headliner shells, as well.
If the shell too damaged or decayed, you might pay a visit to Barry's Performance Import in Norfolk. They sometimes part out retired 900s in their back lot and headliners are rarely a sought-after item.
Good luck.
