Those "new" calipers - where are they from? Rebuilt calipers are notorious for having problems. Does the handle pull the cables? If so, then it doesn't sound like it's the seller's problem since you were the one who replaced the calipers.
It's easy to get caliper replacement slightly wrong. The old style brake calipers are confusing to the novice. You need to adjust the parking brake when you install them. The Bentley manual doesn't talk about this. Basically, the pistons in the calipers can be turned to adjust the parking brake. As you turn the piston, the piston backs up on a threaded rod inside the caliper (you can't see this). This threaded rod is what the parking brake mechanism pushes on. If the rod is not adjusted right, the mechanism can't push out far enough for it to make contact with the threaded rod. Basically the brake caliper piston must be screwed out so that the pads and rotor barely fit inside it when the parking brake is off. Then the parking brake will work.
It self-adjusts for pad wear, but may not self-adjust for a bad installation if there's no contact between the threaded rod and the parking brake mechanism.
