Ohhh, you mean the seller of the calipers. I'm sorry!! I thought you were thinking of blaming the seller of the car!
Yeah most rebuilds are junk, but not because the parking brake doesn't work. They're junk because the sliding yokes fit loosely in their tracks. This can be rectified by building up the sliding yoke with weld and flattening it with a file, and also filing the yoke track flat.
Fixing the parking brake is still probably your issue with installation, but it's a common mistake. Just turn the piston, "unscrewing" it until you can barely fit the pads and rotor inside the caliper. Then I bet you'll have it working.
But yeah, even the so-called reputable sources are all selling junk rebuilds of those old-style calipers these days. Centric, Cardone, Napa-brand. All bad. I rebuild my own. I find I have better luck in junkyards.
