I don't know if I can explain this well, and I haven't done a hatch lock on a 900. But I have done door locks, successfully re-keying one. On the door locks there is a small plastic sort-of snap ring on the back end. It is captive within the lever on the inside-of-the-car end of the lock cylinder. You pry this inward (make diameter of plastic ring smaller) using needles or small screwdrivers and then the lever comes off and the turning portion of the cylinder comes out the outside-of-the-car end of the lock cylinder. It can be hard to do in-car. I highly recommend getting the lock out of the car if at all possible.
I am pretty confident you wouldn't pull off the chrome cap. Those are usually pressed/swaged on from the outside, and for security reasons it makes sense that the locks don't disassemble from the outside.
This is the way it works on other cars, too. I've done a few of them on newer Hondas as well as old 900 cars, usually after car owner decides to go to a locksmith to fix a problem, and locksmith f#$%s it up worse than it was to begin with. Locksmiths are usually residential and business lock specialists. They often don't know what they are doing with old (or new) car locks. Repo men and tow guys know way more, or at least the older guys do. Try wiggling the lever in relation to the lock. I bet you will find there's some play, indicating it's not pressed on.

I know how it is - the first time I wanted lock work done, I talked to a locksmith who did nothing but condescend to me and tell me I shouldn't drive a SAAB and blah blah blah you know the story of the opinionated professional tradesmen when we ask them to fix Saab things. Even if it's a Bosch or Girling part, it always ends up with the tech blaming his frustrations on Saab. But then my Honda friends have the same problems. I wonder what locksmiths drive...I think those mobile locksmith vans are Chevy? Ford? Mitsubishi Fuso? Wonder if they can fix the locks in those...
