There can definitely be loss at a relay - contacts get old/corroded/blackened. Could also be the wiring to or from the relay, check that with a multimeter. This is actually common on a fair number of other cars - I guess that it's a rarity with Saabs speaks well about the general quality of their electrical systems. ;)
