16 valve conversion (long)

So I paid one of the two Local Saab shops to convert my 80 5 door to a 16v. He finished it and got it running but it was rough. So he gave it back to me to drive for a while to see if it was bad gas. I've ran three or four tanks threw it and still didn't help. Now here's the kicker. The guy no longer has a shop and is pretty much impossible to get a hold of. The fuel pump was really noisy (was replaced by mechanic).
I changed the fuel filter out and that seemed to quiet it a little. Now it idles better but taking it for a test drive it sputtered and died twice but started right back up. It's also very sluggish accelerating even though the turbo gauge is reading in the middle of the yellow.
Unfortunately I did not foresee his shop closing so I don't know a lot about the swap. It is LH but not sure which version and there is no apc. The motor was between an 87 to 89 but I can't remember exactly what year.
Does anyone have any ideas or at least suggested starting points for troubleshooting? I was pretty familiar with the 8v but I don't have much knowledge on the matter valves
