Eric, Wow ! This would be a big move for you - overhead cam !
The 'H' engine doesn't have the head problems of the 'B'.
Well cared for engine will do 200K+ without issues.
Trans at 168 could be ready for a rebuild if it hasn't had one depending on how it's been driven and cared for.
Most important rust inspection is the 'tunnel' areas that the drive axles pass thru. Road debris builds up and if left can result in serious structural and suspension mount failures.
Black paint is single stage, thus no clear failure issues.
Cracked exhaust manifolds are an issue, but there should be some good ones out there if you need one.
The CIS fuel injection supply lines do get brittle and fail if banged or twisted. I'm still running the OE on my '76 99.
They can be replaced with flexible braided type as used in VW's.
As clean as it sounds and if without rust issues it could be a great Saab.
$4K sounds a bit high for a real good one, but in your part of the weather belt there aren't many good ones left.
