It's just a tee into the vacuum hose that feeds the gauge. Sounds like someone disconnected it - maybe due to a leak or malfunction. To be honest, I would consider bypassing it entirely. Just peel back the carpet over the ECM, locate the two small wires (brown and white, IIRC) coming off the bottom of the fuel relay. They will be connected to wires that disappear off under the dash - disconnect them from these and then into each other. Voila, bypassed overpressure switch.
