Sounds like maybe the ground straps themselves... Don't know if this is the sole reason for your problems but a Saab tech once upon a time made me listen to one of my 900s when the fans first switched on. There was a quick drop in the idle followed by a slow surge as the car resumed normal idle and the tech told me the ground cables were bad. They didn't LOOK bad but when I began the replacement job, I found there was a lot of decay and some corrosion beneath the insulation near the batter clamp.
The cable itself was the source of the stumble. With a new one installed, the car showed no hesitation or other complications when the fans switched on.
I'm not sure if this is the only solution for your problem right now but it could be contributing.
