The 1987 900T should employ terminal 20 as the brake switch APC defeat and is the white wire. At the APC connector harness connector, this white wire(20) should not see battery voltage until the brake switch is engaged and was added in 1986 to provide a defeat of APC charging pressures upon vehicle braking.
The fact that you see voltage at the three way solenoid valve harness connector when applying terminal 13 to terminal 12 would indicate that you may have a bad solenoid valve. All good solenoid valves from this era should be audibly engaging(Claps) when battery voltage is applied between the two solenoid male terminals. Also, check to insure that the valve is functioning properly as these are known to become faulty or stuck over years of service.
Lastly, the knock sensor connector at the engine block casting(Under Intake Manifold) is another common culprit and are known to have poor contact after years of use. Disconnect the terminal connector at the knock sensor, clean, and reconnect.
