To check intake side, remove the AMM and insert the vac there. To check exhaust side, duct tape it to the tailpipe. Whenever I have a driveability issue or emissions date, first thing I do. Saab turbos have a multitude of hoses and pipes, etc. any one of which if leaking can cause surprisingly serious issues. With all the things you have done, once you get it sorted, that thing should be a rocketship. Good Luck!
