You're probably just seeing the plasticiser residue fogging that tends to occur after quite a few decades.
Some people pour denatured alcohol into the headlight through the bulb opening to dissolve the residue. But that tends to dissolve the silvering on the reflector. Not a good thing.
To clean the insides of the headlights, I've poured in a bit of a mild glass cleaner, Invisible Glass. Enough to cover the glass portion. Then slosh it around for a few minutes. After that, pour the glass cleaner it out and stream dry air into the headlight through the bulb opening for a day or so: putting the headlight on the house floor-mounted vent has worked well.
I've done this on over half-a-dozen headlights. It works well.
