It's not meant to come off that way and you don't need to or want to cut the arm off.
You need to back off the bolt from the other side. undo the 10 mm bolt that holds the plastic clutch cover to the aluminum transmission housing, then slide a pry bar in and you'll be able to easily move it back an inch or two to reveal a 17 mm bolt (IIRC). Loosen it with an open end or box end wrench (a Gearwrench ratcheting box end is ideal for this task)
Best part is the plastic cover will keep the bolt from going anywhere. it'll be there waiting when you put the throttle body back on.
