What you are asking for is even an altitude dependent answer. In other words, the answer is different at sea level vs in the mountains, even when reading it in absolute, as the volume through the running engine is different, a value not measured at the wastegate.
This might be overthinking......you just need to be concerned that you have 5-6 psi base boost, and the rest of the system is allowing boost to build.
I'll give the racecar example again, that I set the spring pressure ( adding springs ) to the wastegate arm so that they kept the arm closed with 17 psi on the servo.
I don't know if I'm helping or hurting this thread topic, just trying to simplify as what you're trying to do is get it to run properly or as it should.
