It's important to see voltage readings at a couple different locations.
I'd take voltage readings at (and write 'em down):
1. battery posts
2. starter positive lug and a good engine ground (and maybe check for any difference with grounding to the neg battery post)
3. alternator positive lug and good engine ground (and maybe check for any difference with grounding to the neg battery post)
The battery/charging cables are often overlooked when analyzing charging problems. They may look just fine but they could be offering up a lot of resistance for your battery charge process.
I found a lot of great info in the archives here when I was hunting down a charging problem on my '87. With new custom cables, all the electrics worked better (windows went up and down faster, the headlights were brighter, I was more popular in social media sites).
And also double check all of the connections on your alternator.
The voltage regulator is certainly one area of concern but I'd start with the checking/recording of volts at the three different spots. That can help narrow the field in case it is the alternator and/or the voltage regulator.
