Worn brushes that are too short to make good contact can be temporarily be brought back to life by gently pulling the brushes outward to slightly stretch the braided pigtail. If the brushes are really worn, then replace the whole VR assembly or solder in a new set of brushes for about $5. You probably have enough charging to make the dash light go out, but not enough to charge the battery.
