Those figures aren't criminal - certainly not enough loss to affect most systems in a seriously negative way. I would start looking at your grounds - especially the engine wiring harness grounds at the top of the engine and the ground cable between the battery, transmission, and lower radiator crossmember.
That said, it's worth noting that 13v from a battery at rest casts doubt on the accuracy of your voltmeter. The battery should be somewhere between 12v and 12.46v (regular battery vs. brand new battery). A reading of 13v shouldn't be possible. If your voltmeter is off by ~1v, your running voltage may only be 12.5v, in which case you would have cause for concern with your alternator.
