sounds to me like the system pressure is falling off, therefore the checkvalve or accumulator is not keeping pressure at the fuel distributor.
And, it begs the question of what fuel pump you have. Lots of 8V car fuel pumps get mixed up with 16V and there is a huge difference in operation pressure. If you don't have minimum pressure, the pump is having to run and run until the fuel pressure eventually rises.
there may be more than one problem, I usually find 27........
